Read that table as a trade rather than a ranking. Three lines are the right answer if the bonus round is what you came for and you want it more often. One line is the right answer if the ladder is what you came for and you want the Royal to mean 1,000x of the money you actually put in. Mixing the two mid-session, adding lines during a dry spell, is the version that satisfies neither goal, because it raises spend at exactly the point a budget is under pressure.

The reason to sit at the lower end has nothing to do with caution as a virtue.
